We experimented with more detailed markup, but found that it created problems for some translators that made it not worth doing. One common complaint was that it removes context, and in some languages that makes a lot of difference. Instead, we are now concentrating on creating language teams with mentors, Team Leaders, to make sure they understand the guidelines of what should and should not be translated.
