Heading Levels

Mediawiki reserves (though not enforcing) the first level (single '=') for page titles, so everything we write starts at level 2. I've put the levels in KDevelop4/Manual/Working_with_source_code back, but you should check that I haven't made any mistakes that destroy the intended levels.
