It seems that some links to the archives are incorrect.
kde-announce archive requires a reference because it is only available to the list members.
Odd! I'm not subscribed to kde-announce, and I can read the archives. I've checked all the archive links, and the only one I had a problem with is the KPhotoAlbum. I suspect that that one is defunct. I'll try to find out.
My information is not entirely correct. It seems that the lists.kde.org server was down at that time. Now works! ;-)

I added a top level title, without checking, only to find that the title was appearing twice on the translation message list. I removed the new one, and the Page Display Title is there, awaiting translation, so I don't know why it wasn't there for you.
