Viewing a history listing
I was wondering if this page(Tasks_and_Tools) can be translated. Since it's on the side bar(each use could access it) and it has little to do with English knowledge. Once translated, it got a whole lot more user-friendly, especially for non-English users.
After some discussion we made a conscious decision not to translate those pages, on the principle that all new content must first be in English, and anyone wishing to translate would naturally have a good understanding of the English language. If you feel that there are strong arguments for translating such pages, please tell us, and I'll discuss it with my colleagues.

The problem there is that they would be producing a localised screenshot, which can't be used as an update to an English one. I can see the value, though, in having some mechanism for getting localised updates. Perhaps one solution might be to include a paragraph stating that if localised screenshots are made they can be uploaded, but the name of the screenshot (preferrably a link to it) must be sent to the language Team Leader. What do you think?
Another possibility is to say that the update must have the same name as the original one, overwriting it. I'd still want the Team Leaders to know that it happened.
If we can create a system for this I'd have no objection to making Tasks_and_Tools, Update_an_Image and Create_a_Screenshot translatable.
Oh, probably I know what you mean. Your concern is that a localized screenshot will be updated to override the English one. While personally I don't think that's a problem, we can make it appear in the guidelines or ImageUpdate page. That's why guidelines exist here...
Since userbase is also wiki-alike. We may take a look at successful Wikipedia's story: they have a "be bold" page. Also, as KDE UserBase:About said, "UserBase is .... and editable by any registered user."
anyways, it makes more sense that there is a translation of "Create a screenshot" page.
