At least in version 17.07.70, when right-clicking on a title clip in the project bin, there is an action "Duplicate clip". I tested it, the duplicated clip can be easily changed as was asked in the question. I did not enter this answer into the page as I am new to this wiki and do not want to mess up translation etc.
