Yes, it can. To configure it, go to <menuchoice>systemsettings -> Desktop -> Workspace -> Dashboard</menuchoice> , then choose <menuchoice>Show an Independent Widget Set</menuchoice>.
Click on <menuchoice>OK</menuchoice> and you will have a different dashboard than your desktop when you access it.
