(I know that this can be done is the plasma-widget-flickr widget, but that widget doesn't have all the option of the Picture Frame widget.) See the "Picture of the Day, Picture Frame" section here. If you create your own source of the picture you can define the update interval. When it was re-written, it arbitrarily updated daily, which is the other extreme. There was no mechanism included to allow setting the update time when it was re-written. This is what was omitted and is what is desired, as exists in every other slideshow, Picture of the Day, and photo collection display app / module.
