Make sure that the resources listed there are enabled, then use the 'Set as Standard' button on 'akonadi-resource Personal'. This will make the Personal Contacts addressbook available to KMail.

KAddressBook is available in all major Linux distribution repositories, as tarballs, and soon a Flatpak version will also be available.
